The following are the privileged persons exempted from education expenses at various stages and levels of education:
Persons deprived of parental care:
Those whose both parents have died; those whose one parent has died and the other parent has been diagnosed with a disability due to a 61-80 percent or 81-100 percent impairment of the body's functions; persons from among children deprived of parental care (including those who have been adopted) who are studying in full-time form in higher, secondary specialized and vocational education institutions and at the magistracy level of ANAS up to the age of 23.
Persons with a disability:
Those who are studying at the bachelor's and magistracy (basic (base higher) medical education and residency) levels of higher education institutions, at the magistracy level of ANAS and at the magistracy level of secondary specialized education institutions on a paid basis, as well as persons with a disability due to a 61-80 or 81-100 percent impairment of the body's functions, as well as those under the age of 18;
In relation to state vocational education institutions, persons with disabilities; persons under the age of 20 and having a parent who has been determined to be disabled due to 81-100 percent impairment of body functions and whose monthly income is below the subsistence minimum.
Persons with the status of a martyr's family:
Persons who are receiving full-time education up to the age of 23 at state vocational, secondary specialized, higher educational institutions that have received the status of a martyr's family in accordance with the "Law of the Republic of Azerbaijan on the Perpetuation of the Name of a Martyr and Benefits Provided to Martyr Families" and at the magistracy level of ANAS.
Children of martyrs and war invalids:
Children of citizens who have been determined to have a disability in connection with the defense of the territorial integrity, independence and Constitutional structure of the Republic of Azerbaijan, who died for the freedom, sovereignty and territorial integrity of our country, who went missing in connection with a military operation and were declared dead by the court, who are receiving paid education at the bachelor's and magistracy (basic (base higher) medical education and residency) levels of education in higher education institutions of the Republic of Azerbaijan and at secondary specialized educational institutions.
War veterans:
Persons who are studying at the bachelor's and master's levels (basic (basic higher) medical education and residency) in higher education institutions of the Republic of Azerbaijan and at secondary specialized educational institutions on a paid basis and who have received the title of "War Veteran" for participating in combat operations for the territorial integrity of the Republic of Azerbaijan.
