The General Department operates on the basis of the Law on Clerical Affairs, the Regulations on Higher Education, and the Rules on Clerical Affairs of the Confederation of Trade Unions of Azerbaijan.
The main function of the Department is to organize clerical work at the Academy continuously, accurately, and on time. The General Department monitors the preparation of incoming documents in accordance with the Clerical Affairs Law, registers them, and, after approval by the management, directs them to the relevant structures. It ensures that the letters sent are written in accordance with the standards, registered after the management's signature, and delivered to the address by mail, email, or courier. It organizes the writing of internal orders of the Academy, their submission to the rector for approval, and their distribution to the faculties and structural units after registration.
A HR specialist works in the Department. The specialist supervises the organization of the activities of the teaching staff, administrative staff, and economic staff in accordance with the current legislation.
The general department organizes the process of receiving expired documents from the structural divisions of the academy, conducting their examination, storing them, and canceling documents whose storage period has expired, as provided for in the relevant legislation.
Carries out methodological management in all areas of clerical work at the Academy, instructs employees performing clerical work.
The general department is headed by the head of the department, who is directly subordinate to the rector of the Academy. The head of the department regulates the work of the department and directs the activities of the department.
The department is headed by Dr. of Philology Elnara Mammadova.
